well as of 7 AM CST this error was still a problem for me also.....I sent in a ticket. We will see where it leads

This is the reply i got after submitting a ticket about error code: 1751126

Hello,

Thank you for contacting the PlayNC Europe Support team.

In order to investigate your issue regarding Fraud suspicion, please be so kind as to provide us with the following information:

- The country where you currently live
- The type of credit card you are trying to use
- The country where this card was issued
- The last 4 digits of the credit card you are trying to use

NB: Payments with a foreign credit card are no longer automatically authorized. We recommend that you use a credit card issued in your country of residence.

We look forward to receiving your answer.

got a reply back on my ticket....not a lot of info but methinks they have got a lot of these tickets........

Ok, I just got off the phone with the NCsoft support guy. From what he is seeing on the tickets and the status of the GW ingame store issues is that it is a problem on their end and the Dev team is working on it. I asked if NCsoft had changed anything with regards to CC's and who they accept and dont (we had this problem in CoH/V when NCsoft stopped taking MC for new content from the NCsoft store) and he said there has been no change and for whatever reason the fraud mechanisms are kicking in on their side and they are working on the issue. This code-1751126 is the fraud code kicking in and thats what kills the transaction. I had him look and the sale is not going thru so at least we are not getting charged for failed attempts

Tried it twice just minutes ago and got the same code 1751126 error.

Meh, whatever, I'm a patient person.
$5 (from $10) for the packs is pretty damn good I have to admit. I was expecting $10 (from $20).
Hope this is resolved soon.

Go to the thread on this in the technical subforum above--there are a couple good tips there, one of which worked for me (access the store through the manage account function).

Glad to know we weren't being charged.

I'm glad everything got fixed, and I'll try to get the skill packs tonight.

;O i must have a different problem, says i have a fraud card -.-, support is looking into it atm, but it's not fraud and i've used the card in the store many times.
